Russian diploma translation is an area with substantial work in both directions: diplomas to be submitted from Türkiye to Russia and Commonwealth of Independent States countries, and diplomas obtained in those countries for qualification recognition applications in Türkiye.
For qualification recognition in Türkiye, applications for diplomas obtained in Russia and CIS countries are made to the Council of Higher Education; the file includes notarized Turkish translations of the diploma and its supplement (prilozhenie). The course list in the diploma supplement forms the basis of the recognition assessment and must be translated in full.
The spelling of names is critical in both directions: names in Cyrillic documents are shown together with their Latin-letter spellings in the passport. On the Russian side, as diploma verification increasingly takes place through electronic systems, it is important to translate the document's serial and registration numbers in full.

Certification requirements
Notarized translations are required for qualification recognition and official applications in both directions.
The Russian Federation and most CIS countries are parties to the Hague Convention; apostilles on diplomas are common. For a diploma issued in Türkiye, the apostille is obtained from a provincial or district governor's office; an apostille on a diploma issued in Russia must be obtained in the issuing country — it cannot be obtained later in Türkiye.

Preparing your document
- For a Russian/CIS diploma: send its supplement (prilozhenie) with the diploma; recognition cannot be assessed without the supplement
- Make sure you have the document apostilled in the issuing country before coming to Türkiye
- Provide your passport's identity page; the Cyrillic–Latin spelling match will be based on it
- For applications from Türkiye to Russia: find out whether the receiving institution requires electronic verification
Frequently asked questions
Can I obtain an apostille in Türkiye for a diploma I received in Russia?
No. An apostille is issued by the competent authority in the country that issued the document. An apostille for a diploma issued in Russia is obtained in Russia; Turkish authorities cannot apostille a foreign document.
I have lost my diploma supplement (prilozhenie); can I apply for recognition with only the diploma?
As recognition assessments are based on the course record, the supplementary document is important. You need to request a duplicate or archived record from your university; check YÖK's current document list.
My Cyrillic name is spelled differently across documents; which spelling takes precedence?
The translation uses the Latin-letter spelling in your passport; the original Cyrillic spelling is retained in parentheses. If spellings differ between documents, tell us at the outset.
