Two routes: UDI and local offices
The Norwegian immigration authority UDI accepts documents in English or Norwegian for applications; Turkish documents are submitted with a translation into one of these languages. An English translation is sufficient for most visa and permit files.
For local procedures, such as population registration, marriage and some municipal services, Norwegian translations and sometimes translations by a state-authorised translator (statsautorisert translatør) may be required. This title is awarded by examination in Norway and has its own register.
Legalisation
Norway is a party to the Hague Convention; Turkish documents are sent with an apostille. Marriage and family reunification files require current documents, usually issued within the last six months.
Using documents issued in Norway in Türkiye follows the same route in reverse: a Norwegian apostille plus a notarised Turkish translation.
Diploma and professional recognition
General recognition of foreign higher education diplomas has been handled by HK-dir (Direktoratet for høyere utdanning og kompetanse) since 2023; this responsibility under the former system known as NOKUT was transferred to HK-dir. Applications are digital and can be made using English documents.
For regulated professions, the relevant authority is responsible, such as Helsedirektoratet for healthcare or the relevant directorate for education. Translation requirements for recognition applications are listed document by document on the application portal.

- Family reunification: apostilled and translated marriage/birth records
- Employment: employment contract annexes, diplomas and experience letters
- Driving licence exchange: driving licence translation and, in some cases, additional documents
Frequently asked questions
Is a Norwegian translation required for UDI?
It is not mandatory; documents in English are accepted. Local offices may require Norwegian, and the wording in your appointment letter is decisive.
Can I obtain a statsautorisert translatør translation from Türkiye?
If your institution requires registration on a specific translator register, confirm this requirement with the relevant institution before translation begins. Acceptance of a translation prepared in Türkiye cannot be assumed. We do not provide apostille application or procedure follow-up services; we can provide information about preparing the translation required by the institution.
