How does the application work?
An employer wishing to employ foreign personnel in Türkiye submits the application electronically through the Ministry of Labour and Social Security's e-İzin system. Documents are scanned and uploaded.
Applications can be made from within Türkiye (with a valid residence permit) or from abroad (through a Turkish diplomatic mission); the translation requirements are similar for both routes.
Documents requiring translation
- Diploma or provisional graduation certificate — with a Turkish translation certified by a sworn translator or official authority
- Passport — a certified Turkish translation is mandatory for passports not written in Latin characters
- Professional qualification and specialisation certificates — where required by the profession
- Work experience letters issued in a foreign language
A diploma is required for professional services and roles for which the Ministry considers it necessary; certain roles also require prior authorisation, for example from the Ministry of Health for healthcare or the Ministry of National Education for education.
Is diploma equivalency required?
Some professions require not only a translation but also an equivalency or recognition certificate showing that the diploma is recognised in Türkiye. Engineering, architecture, and healthcare professions are among the main examples.
The current e-İzin guides and relevant ministry announcements specify the documents required for each role; these should be checked before applying.
What the employer needs to prepare
The employer's part of the file — tax records, commercial registry information, and Social Security Institution (SGK) records — is in Turkish and requires no translation. Translation is primarily needed for the foreign employee's own documents.
Companies with foreign partners may require apostilles and notarised translations of signature and authorisation documents received from abroad.

The original diploma is not in Türkiye — can a scan be used?
Documents are scanned and uploaded for the e-İzin application, but the original or a certified copy may need to be presented at the notarisation stage. We recommend not starting the process before your documents reach you.
Does a work permit also serve as a residence permit?
A valid work permit generally also serves as a residence permit; statuses under international and temporary protection are exceptions. Follow Migration Authority and Ministry announcements for detailed, current information.
