Similar languages, separate official requirements
Turkish and Azerbaijani are mutually intelligible; however, official terminology, institution names and document formats differ. Azerbaijani authorities do not process a Turkish document simply because it is understandable; they require a properly completed translation into Azerbaijani.
The same applies in the other direction: Azerbaijani documents are submitted in Türkiye with a notarised Turkish translation.
Legalisation arrangements
Azerbaijan is a party to the Hague Convention; apostilles are used in both directions. Turkish documents are endorsed by the governor's office or district governor's office; Azerbaijani documents receive their apostille from the competent authority in their own country.
Special circumstances requiring a consular stage may arise in commercial files; the requirements of the institution on the other side of the contract are decisive.

A note on spelling and the alphabet
Azerbaijan uses the Latin alphabet, but its letter set differs from Turkish, with letters such as ə, x and q. Names are spelled according to the passport; consistency with institutional records is required down to individual letters. For older documents from the Cyrillic period, documentation of both spellings may be requested.

Can I send a Turkish document to Azerbaijan without a translation?
For official procedures, no; a translation into Azerbaijani is required. Some institutions also accept a Russian translation, so obtain confirmation from the receiving party.
How is equivalence in Türkiye obtained for an Azerbaijani diploma?
An application is made to the Council of Higher Education (YÖK); the apostilled originals of the diploma and its supplement, together with notarised Turkish translations, are required.
